Beverage alcohol regulations prohibit beer giveaways in states such as Texas, North Carolina, Illinois, New York, Ohio, Pennsylvania, and others.  In fact, only about 12 states allow beer giveaways, so other incentive programs are extremely limited in where they can operate.
